i believe that there was/is no progress or regress in this department at all.
however, your question can be answered meaningfully only after we look at the what lies at the origin of human morals (i.e. are we 'born' with a set of morals, or do we 'develop' a personal set as we grow up? or perhaps a little bit of both?)
