Скажите пожалуйста, как правильно : I shall или I will?

There was once thought to be a meaningful distinction between "shall" and "will," but whether it ever existed outside the minds of grammarians, it is largely or completely ignored by American, Scots and Irish speakers of English, which of course constitute the vast majority of English-speaking people.

В американском I will нейтральное, I shall окрашивает речь (либо в старомодный стиль, либо в юридический жаргон, либо оттенок долженствования).

Нехама, теперь уже и Оксфордская грамматика говорит, что для будущего времени надо употреблять will ДЛЯ ВСЕХ лиц и чисел.

Shall - это уже для людей пожилых, которых не переучишь, а в речи людей среднего и молодого возраста, а также иностранцев это звучит, как мне объяснили наглийские коллеги, излишне манерно.

НО: shall фунциклирует как модальный глагол в конструкциях типа: What shall I do for you? - Что мне для тебя сделать? (Что я должен, могу сделать); Shall I close the window? - Окно закрыть? (Должен ли я, следует ли мне закрыть окно).

Или Well, and what shall we do then? или What shall we watch? - Ладно, а делать-то что будем тогда? (т.е. что придётся делать); Что нам посмотреть? (Что можно, следует посмотреть).

Мне тут объяснили, что и "must" уже никак нельзя сказать в таком контексте - только в очень жестком приказании.
Вот так, не поучишь язык лет тридцать, а на нем уже совсем по-другому разговаривают.

My dictionary (Webster New World Dictionary of the American Language)
distinguishes between formal conventions and prevailing usage.

Formal conventions: regarding futurity, "shall" is used for the first
person and "will" is used for the second and third persons; regarding
determination, obligation, compulsion, or necessity, "will" is used for
the first person and "shall" is used for the second and third persons
(i.e., the reverse of the usage for futurity).

Prevailing usage: regarding futurity, "will" is used for all persons;
regarding determination, obligation, compulsion, or necessity, "shall"
is used for all persons (i.e., the difference between formal conventions
and prevailing usage is for the first person only).

An RFP has legal ramifications, so perhaps you should go with the formal
conventions, and better yet have your legal staff vet the language,
including punctuation. (I recently read about a company that lost a
$5,000,000 court case because of a superfluous comma in the contract.)

My 2 cents:

1. Describe current functionality using the present simple.
2. Otherwise, echo the RFP's language.
3. No matter which verb you use, the customer will expect
everything you marked Complaint to be delivered in working fashion on
time, unless otherwise noted. If you have a customer that differentiates
between "will" and "shall" that's one thing but usually they will expect
everything. If they say "should" for every requirement, take it as a
polite command.
4. When in doubt, ATB (ask the boss).
